DMK's big plans for Karunanidhi's birthday

DMK has exhorted its cadres to work towards making party patriarch M Karunanidhi's 94th birthday, which marks the diamond jubilee of his legislative career, on June 3 a turning point in the country's politics.

In an epistle, Stalin made the appeal as the party gears up for the celebrations for which it has invited several political leaders, including Congress vice-president Rahul Gandhi, Bihar Chief Minister Nitish Kumar and RJD chief Lalu Prasad.

As a shrewd strategist, the DMK leader took control of the party after the demise of founder Annadurai, outmanoeuvring university-educated second line leaders, including V R Nedunchezhian.

In power, Karunanidhi implemented schemes that are close to the heart of communists. "He achieved with a drop of ink what we could not with blood," said communist leader Manali Kandasamy, commenting on the DMK government’s move on land reforms.

Stalin, the Leader of Opposition in the Tamil Nadu Assembly, hailed Karunanidhi as "a leader who has worked for the development of the Tamil society for 80 long years without respite".

"Let us make the celebrations a turning point in Indian politics. Let Tamil Nadu's capital city turn a sea of black and red (the colours of DMK's flag) and its reverberations reach New Delhi," he said, asking party workers to gather in large numbers in Chennai on June 3.

Northeast organic products to be showcased outside: Dr Jitendra Singh

The Ministry of Development of North-Eastern Region (DoNER) will make suitable arrangements for showcasing the Northeast organic products outside, in the rest of India. An initiative in this direction has already begun with the opening up, recently, of a Showroom-cum-Restaurant bearing a common brand name “ONE” (Organic North East) at Dilli Haat in New Delhi. This was stated by Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh while chairing a meeting of NERAMAC (North Eastern Regional Agricultural Marketing Corporation) at Guwahati, Assam today. The Minister is in Assam to take part in the programmes commemorating the completion of three years of Government led by Prime Minister Shri Narendra Modi.

Dr Jitendra Singh said, the high priority accorded to the Northeast by the present government and Prime Minister Shei Narendra Modi is evident from the fact that the Prime Minister chose to observe the completion of three-years of government in this region. He said, it is under the present government that Sikkim was declared as the first “Organic State” of India and a roadmap for developing the entire region as an organic hub of India has been envisaged.

Emphasizing on the importance of developing the agri-horticulture ecosystem of Northeast, Dr Jitendra Singh said, NERAMAC must take up the responsibility of carrying forward this mission and build a modern dynamic marketing apparatus for the purpose. He said, in the absence of organized “Mandis” in most parts of the North-Eastern region, one of the priority activities of NERAMAC should be to act as an aggregator of agri-horti produce in the region, particularly when 80-82% of the agri-horti produce from the region happens to be organic in nature.

Dr Jitendra Singh said, people in other parts of the country are yet to be introduced to the rich and exclusive organic produce of the North-Eastern region and once this happens, they would spontaneously come looking for it. This will not only give a boost to trade and business, but also create opportunities of livelihood, he said.

Earlier, Managing Director of NERAMAC, Shri Pankaj Kumar Prasad made a brief presentation on the organization’s role to act as organic aggregators for Northeast. He said, the NERAMAC is confident to succeed in its plan to promote organic farming and its marketing through different linkages at different levels. Notwithstanding the constraints of poor connectivity and infrastructural drawbacks, the NERAMAC has succeeded in pushing forward its operations, he added.

Mann Ki Baat is an ingenious and influential communication platform created by PM Modi: Hamid Ansari

The Vice President of India, Shri M. Hamid Ansari has said that Mann Ki Baat is an ingenious and influential communication platform created by the Prime Minister, Shri Narendra Modi. He was addressing, here today, an event to mark the release of two books; ‘Man Ki Baat: A Social Revolution on Radio’ authored by Shri Rajesh Jain and ‘Marching with a Billion: Analysing Narendra Modi’s Government at Midterm’ authored by Shri Uday Muhurkar. The President, Shri Pranab Mukherjee, the Speaker of Lok Sabha, Smt. Sumitra Mahajan, the Union Minister for Finance, Corporate Affairs and Defence, Shri Arun Jailtey, the Secretary to the President, Smt. Omita Paul and other dignitaries were present on the occasion.

The Vice President said that Man Ki Baat takes a traditional medium like the radio and marries it to the entire spectrum of communication technologies available — from television to the internet, from social media to mobile telephony. Mann Ki Baat has become an important element of Modi ji’s direct-to-people communication strategy, he added.

The Vice President said that history abounds in instances of leaders moving crowds with the power of words. Semantics differentiates between an orator and a demagogue; both speak to persuade; both play on emotions, he added.

Following is the text of Vice President’s address:

“This is a special occasion, by virtue of its subject, its theme, and its venue. The two books released here relate to Prime Minister Narendra Modi ji. One is the text of his weekly radio broadcasts, the other a commentary to highlight its virtues. Both have been commented upon by previous speakers.

I may add that like on somewhat similar occasions in the academia, today’s ceremony would be conferment of an honour in absentia.

Leaders of men and women necessarily feel the need to communicate with their followers in order to get the message across, generate enthusiasm and repel doubts. To do so effectively, they need verbal skills. Some are born with it, others cultivate it. Success often depends on the occasion, the nature of the audience, and the right mix of facts, logic and sentiments to exude a sense of authenticity.

History abounds in instances of leaders moving crowds with the power of words. Semantics differentiates between an orator and a demagogue; both speak to persuade; both play on emotions. The difference is often subjective and depends on the trust reposed by of the audience. A good example of it was the four-term American President Franklin Roosevelt who once confessed to being a juggler who never let his left hand know what the right hand does and who was perfectly willing to mislead and tell untruths.

The two books before us capture important facets of an important personality of our times. Given its sophisticated, multi-level dissemination and its large potential audience, Mann Ki Baat is an ingenious and influential communication platform created by PM Modi. It takes a traditional medium like the radio and marries it to the entire spectrum of communication technologies available — from television to the internet, from social media to mobile telephony.

Mann Ki Baat has become an important element of Modi ji’s direct-to-people communication strategy, encompassing social media platforms like Twitter, the government’s citizen engagement platform, MyGov.in, and his personal App.

A new complementary ‘Jan ki Baat’ programme has recently been announced and would make the process increasingly interactive.

I congratulate the authors and publishers for their efforts in compiling these volumes.

Jai Hind.”

Pranab Mukherjee received the first copies of books ‘Mann Ki Baat: A Social Revolution on Radio’

The President of India, Shri Pranab Mukherjee received the first copies of books ‘Mann Ki Baat: A Social Revolution on Radio’ and ‘Marching with a Billion- Analysing Narendra Modi’s Government at Midterm’ from Smt. Sumitra Mahajan, Speaker Lok Sabha who formally released these books at a function at Rashtrapati Bhavan today in the presence of Mohd. Hamid Ansari, Vice President of India, Shri Arun Jaitley, Union Minister of Finance and Defence and other dignitaries.

Speaking on the occasion, the President said effective communication is important for any leader. Without having the capacity to communicate, a leader may not be able to inspire people to follow his ideas and approach. He said that undoubtedly, in the contemporary period Prime Minister Shri Narendra Modi is one of the most effective communicators of the times. In independent India, Prime Minister Pt. Nehru effectively propagated the values in our Constitution including secularism. Smt. Indira Gandhi mobilized public in favour of the Liberation war of Bangladesh effectively. Various initiatives taken by Prime Minister Shri Narendra Modi have resulted in the Indian economy moving forward in a steadfast manner.

The President congratulated and expressed gratitude to the publishers for bringing out the two books. He said the books cover important issues of topical concern and should have a wide readership because of their inherent merit.

Vice President of India, Mohd. Hamid Ansari, Speaker Lok Sabha, Smt. Sumitra Mahajan and Union Minister for Finance and Defence, Shri Arun Jaitley also addressed the gathering and gave an account of how the books capture key aspects of the personality of Shri Narendra Modi and achievements of the Government.

The book ‘Mann Ki Baat: A Social Revolution on Radio’ is a compilation of Prime Minister Shri Narendra Modi’s addresses to the nation on radio every month under the programme ‘Mann Ki Baat’. It contains a comprehensive, qualitative and academic analysis of ‘Mann Ki Baat’ – the themes, the choice of topics, the salient features. It illustrates how ‘Mann Ki Baat’ has connected with the ‘New India’ – the youth in particular. It also presents a coherent narrative about the manner in which ‘Mann Ki Baat’ has created mass movements, be it in cleanliness, in promoting India’s tourism potential, safer roads, drugs free India etc. The book has been compiled by Shri Rajesh Jain.

The book ‘Marching with a Billion- Analysing Narendra Modi’s Government at Midterm’ analyses the monumental changes that Prime Minister Shri Narendra Modi has brought on multiple fronts as Prime Minister on India’s governance landscape by ushering in an unprecedented culture of transparency to create a level playing field so necessary in a developing country. It is authored by Shri Uday Mahurkar.

The books have been brought out by ‘BlueKraft Digital Foundation’ and ‘LexisNexis’.

Private players deny minister's comments, say their milk is safe

Hatsun Agro Product Ltd, India’s largest private sector dairy company, has clarified that its products including Arokya, branded liquid milk, meet the highest quality standards. Other milk dealers too have maintained the same.

Chairman and managing director of Hatsun, R G Chandramogan, said, "We procure milk directly from farmers in Tamilnadu and have heavily invested in procurement infrastructure over the years to effectively handle significant volume of milk."

"Our infrastructure and inputs ensure better quality milk with high Methylene Blue Reduction Test (MBRT) time and lower standard plate count (micro organisms). This indicates lower microbial load and ensures freshness. Our milk undergoes 42 tests from procurement to delivery stage to ensure highest standards are met for our consumers. Milk is regularly sampled and tested by the government FSSAI authority on a regular basis in Tamilnadu and other states."

It is to be noted that Tamil Nadu dairy development minister K T Rajenthra Bhalaji on Wednesday courted controversy by alleging that preservatives in milk and milk products of private producers were the cause for cancer in many children.

The allegation made by the minister on a Tamil television channel evoked strong protests.

Bhalaji said the government would not remain a mute spectator in the matter. “The judges are also watching the news. Samples of private milk have been sent to Pune for scientific examination,” he said.

Rajini's strict warning to fans

Superstar Rajinikanth has issued a warning to his fans- that anyone who was found indulging in actions that affected the reputation and standing of the fans association would be stripped of his membership.

The statement follows clashes between the association district heads and members who accuse the heads of indulging in politics.

The actor has given the coordinator of Rajinikanth Fans Association V M Sudhakar the authority to expel such members.

The statement has been issued a week after the actor met his fans for five days at Raghavendra Kalyana Mandapam for the first time in nearly a decade.

On the final day of the meeting, the actor had urged his fans to wait for an impending war and also called himself a ‘pure-Tamil.’

The letter signed by Rajinikanth reads: "This is to inform all the members of the Rajinikanth Fans Association that if anyone in whatsoever capacity behaves in such a way as to bring defame or bad reputation to the association's discipline, rules or good name, I give V M Sudhakar, senior member, to immediately expel such individuals from the primary membership of the association."

All you want to know about 'Kaala'

Superstar Rajinikanth's new film has been titled as Kaala with a tagline Karikaalan. The first look poster and font design were unveiled by the actor's son-in-law and the film's producer Dhanush on Thursday.

Kaala will mostly be filmed in Chennai and will have music composed by Santhosh Narayanan. Kaala marks yet another collaboration between Rajinikanth and Pa.Ranjith after Kabali.

Bollywood actress Anjali Patil, who is popular for her off-beat roles in Hindi cinema, is the latest addition to the Rajini-Ranjith's film's star cast. Huma Qureshi is also there.

Anjali Patil of Finding Fanny fame tweeted, "Next film for this year. With THE ONE AND ONLY. Thalaiva. Produced by @dhanushkraja Directed by @beemji #Rajnikanth #Superstar #Kaala."

In the first look of Kaala, wearing a brown veshti and a black kurta and black goggles, Rajinikanth appears in a look strongly reminiscent of Kabali.

But the jeep bearing a Maharashtra license plate and the fish eye panorama of Mumbai stretching behind him in all its chaotic glory, suggests interesting new possibilities in his upcoming collaboration with Ranjith.

Interestingly there is also a mongrel dog sitting behind Rajinikanth.

Samantha gets ready as bride

Samantha is getting ready to enter wedlock with Naga Chaitanya in October this year. The actress is slowly preparing herself for the grand wedding, it is learnt.

Samantha has got quite a jam-packed schedule as she juggles between the sets of six films. She has made it clear that she has no plans to quit the film industry after marriage, it is to be noted.

There were reports that Sam would be taking a three-month break to get into the wedding mode and ensure everything is in place for the D-Day.

However, these are just rumours because Sam is in no hurry to take a break from her acting commitments.

Meanwhile, her beau Naga Chaitanya is all excited. "Wherever I go, I'm asked about my marriage. Honestly, there's no pressure anymore because everybody knows," he said.

He added: "I believe this phase... where people constantly want to know about my marriage...it won't last long. Nobody is going to ask me this question next year."

“ISA can act as a medium to achieve universal energy access target set up before 2030”: Piyush Goyal

Piyush Goyal, Minister of State (IC) for Power, Coal, Mines and New & Renewable Energy said that International Solar Alliance ( ISA) can act as a medium to spread lessons on energy security which can help achieve universal energy access target set up in SDGs before 2030. He was speaking at the launch of “Scaling Solar MiniGrids” by France and India on the sidelines of 52nd Annual Meeting of the African Development Bank (AfDB) in Ahmedabad yesterday.

Speaking on the occasion, Shri Goyal called for deeper Indo-African cooperation. He said that Indian renewable energy sector offers lessons such as lower and innovative financing models, risk reduction, setting up large scale solar projects through energy parks. “India has achieved grid parity in solar tariffs”, he added.

Shri Piyush Goyal also said that Scaling Solar MiniGrids shall work in tandem with ISA’s over all objectives and already existing two programmes, namely Scaling Solar Applications for Agricultural Use and Affordable Finance at Scale launched on 22nd April, 2016. The main activities under the programme shall include-design and deploy small grids, adopt common standards, aggregate demand, help establish global credit enhancement and de-risking mechanisms, call for expression of interest, assess demand and costs requirement for mini grid projects, identify/develop attractive payment models for consumers, and persuade member countries with overseas assistance budgets to earmark a portion of their soft loan for the Third Programme.

The objective of the event is to cater to the energy needs of ISA Member states in identified areas with unreliable or no grid(s), and in island member states having abundant potential to tap solar energy. Such participating member countries can take advantage of the available solutions to promote universal energy access and reduce electricity costs and tariffs through introduction and promotion of mini, micro, and nano grids with smart features for harnessing solar power, in a time bound manner.

Mr. Ahmed Said Hassaini Djaffar, Vice President of the Republic of Comoros in his address welcomed the ISA initiative and stated that Africa is a solar resource rich region and can help achieve targets in solar energy.

ISA’s third programme is an attempt to address the challenges in integrating solar energy into insular or unconnected electricity grids. The challenges mainly include iniquitous electricity tariff regimes, small and disaggregated size of the markets, building up of local skill sets, lack of access to low cost capital, effective interconnection to grids in rural, remote and urban areas etc. In addition management of variability, intermittency and its impact on the stability of small-scale electricity systems also add to the woes.

Recently Expression of Interest have been received from Indian companies to install 664,000 solar pumps, install 56 MW of Minigrids and train 5400 solar mechanics in the African countries who have signed and ratified the ISA Framework Agreement. Government of India is extending a US $ 10 billion line of credit for undertaking developmental work in African countries. On the request of ISA, Government of India has agreed to earmark 15-20% of this line of credit for undertaking solar related projects. H.E. Mrs. Ségolène Royal, Minister for Environment, Energy and Marine Affairs of France, in charge of International Relations on climate change, was the main architect and motivator to launch this programme during such a short period. Delegation from the French Embassy was present too on this occasion.

The International Solar Alliance is an initiative jointly launched by the Honourable Prime Minister of India and Honourable President of France on 30th November 2015 at Paris, in the presence of the Secretary General of the UN, on the side lines of COP21. The main objective of ISA is to undertake joint efforts required to reduce the cost of finance and the cost of technology, mobilize more than US $ 1000 billion of investments needed by 2030 for massive deployment of solar energy, and pave the way for future technologies adapted to the needs of 121 countries lying fully or partially between the Tropics. So far 31 countries have signed the Framework Agreement of the ISA, which is the first international and intergovernmental organization to be headquartered in India.

58 Indian companies in 2017 Forbes 'Global 2000' list

Three years into the Narendra Modi-led government’s rule and the number of Indian companies to feature in the Forbes 15th annual ‘Global 2000’ list for 2017 has risen to 58, compared to 56 the previous year.
This comprehensive ranking of the world’s biggest, most powerful and valuable publicly listed companies, released on Wednesday, is based on a mix of four metrics: sales, profits, assets and market value. Forbes gave an equal weighting of all four metrics, to rank companies according to size.

The Mukesh Ambani-led oil-to-yarn and retail conglomerate, Reliance Industries Ltd (RIL), ranked 106 (No. 121 last year) is the highest ranked Indian company in the list, with a market capitalisation of $71.2 billion. Reliance Industries, has witnessed a surge in investor confidence at the stock markets, after the launch of its telecom arm, Reliance Jio Infocomm late last year.

Reliance Industries is followed by State Bank of India, the country’s largest lender, ranked 244 this year (No. 149 last year) and state-run oil explorer ONGC, ranked No. 246 (220 last year).

Four other Indian banks – all of them private lenders – HDFC Bank (No. 258), ICICI Bank (No. 310), Axis Bank (No. 463) and Kotak Mahindra Bank (No. 744), find themselves in the top 20 Indian companies in the overall list, this coming despite battling high levels of stressed assets in a still weak lending environment.

Tata Motors, the automobile arm of the salt-to-software Tata Group, has retained its position of sixth amongst Indian companies, but fell in terms of ranking to No. 290 (No.278 last year).

At the global level, China’s banking giants monopolized slots at the top of the 2017 Global 2000 list. Industrial & Commercial Bank of China is ranked No. 1 for the fifth consecutive year while China Construction Bank remains in the No. 2 spot. The other two of China’s “Big Four” banks – Agricultural Bank of China and Bank of China – dropped down on the list, but remained in the top ten.

Berkshire Hathaway, the largest company in the United States, edges up one spot to No. 3 on this year’s list. Notable gainers included General Electric which surged to No. 14 against No.68 in 2016. Ecommerce giant Amazon has also jumped to No. 83 this year compared to No. 237 in 2016.

“Forbes’ 2017 Global 2000 list faces much pressure amid unsteady geopolitical climates and slowing economies. Yet, in aggregate, these 2,000 companies have managed to come out stronger than last year, with increased sales, profits, assets and market values,” Halah Touryalai, deputy editor, Investing, Forbes Media, said in a statement.

“Despite slowing GDP figures, China and the United States, whose companies make up more than 40 percent of the list, continue to dominate the top 10 list with financial giants,” she said. “This list illustrates that in spite of headwinds, the world’s dominant companies remain a steady force in an unpredictable and challenging environment.”

Trai defends penalty on Airtel, Vodafone, Idea in RJio case

Telecom regulator Trai today stoutly defended its recommendation of Rs 3,050 crore penalty on Airtel, Vodafone and Idea Cellular for their alleged failure to provide adequate points of interconnect (PoIs) to newcomer Reliance Jio for completing phone calls.

In a point-by-point response to queries raised by the Department of Telecommunications (DoT), Trai said the three incumbent operators "intentionally denied and delayed" provision of points of interconnect to Reliance Jio "only to restrict a new entrant...causing a lot of inconvenience to consumers".

Trai said after its intervention Bharti Airtel, Vodafone India and Idea provided points of interconnect (PoIs) at much shorter notices (in some 7 instances within 2-3 days) implying that they were capable of providing such PoIs without any delay.

It said telecom operators are bound by licence conditions that make it obligatory on it "maintaining Quality of Service" and "a breach thereof is liable to be treated as breach of terms and conditions of the licence".

Stating that it is mandated by law to ensure effective interconnection and quality of service to the consumers, Trai said non-compliance of terms and conditions of the licence warrants recommendations for the revocation of the licence.

"However, the Authority was mindful of the fact that revocation of the licence will entail significant consumer inconvenience and therefore in view of the larger public interest involved, the Authority recommended a penal action of Rs 50 crore per circle," it said.

DoT had in February asked Trai to clarify on almost a dozen points including the basis of which the penalty amount was calculated and the provision in the law that enabled it to do so.

Trai said there is no provision in the licence or regulations to deny/delay provisioning of PoIs during the test phase. "On the contrary, the testing cannot be completed unless sufficient PoIs are provided," it said on the incumbents contesting testing by Reliance Jio.

On contention of Airtel, Vodafone and Idea that 14 paisa per minute they get for completing a call from rival network was below cost, Trai said the present termination charge has been prescribed after a comprehensive consultation process.

"It fully recovers the cost incurred by the terminating service provider. Therefore, there is no question of loss to terminating service providers due to asymmetry in traffic with Reliance Jio," it said.

Trai contested DoT's contention that it should have waited before issuing show case notices to the incumbents for failing to provide PoIs, saying "when the Quality of Service parameters were so bad and millions of consumers were suffering due to blatant and wilful violation of the licence conditions and Trai's Regulations" it could not have waited.

On the issue of show-cause not mentioning the penalty amount and it finally recommending the penalty after examining the replies of the operators, Trai said non-mention of the potential penalty amount does not make the recommendations legally untenable in any manner.

Trai said it took cognisance of all the submissions of Airtel, Vodafone and Idea including the efforts made by them but the steps taken were insufficient to bring down the PoI congestion to the desired level. Also that the three operators "appeared to have ulterior motive to stifle competition."

As per Trai’s recommendation, the penalty for Airtel and Vodafone worked out to about Rs 1,050 crore each, while in case of Idea Cellular stood at about Rs 950 crore. The regulator, in fact, had stopped short of recommending cancellation of their telecom licences saying it may lead to significant consumer inconvenience.

The matter was placed for before inter-ministerial panel Telecom Commission which decided to sent reference back to Trai and reconsider some of the points on which it has recommended penalty.

Trai also pulled up the DoT over its view in the reference note.

"As per the TRAI Act 1997, DoT is required to send back the recommendations to the Authority for its reconsideration, however in this case, DoT has sent its view on each and every paragraph of the analysis and facts of the case which has never been the practice till date.

"However, the Authority has decided to overlook this aberration and has given its response to the relevant comments of the DoT," the regulator said.

Bharti Airtel said the Trai assessment is incorrect and appealed to DoT to reject it.

"We disagree with Trai's observations and believe that the penalty has been recommended on the basis of an incorrect assessment of the situation on ground," it said in a statement.

"We request the DoT to reject these recommendations and take into consideration the actions taken on ground by Bharti Airtel. The fact is that we have provided PoIs to Jio at an unprecedented pace despite the provision of 90 days in the license," it added.

Madras HC puts NEET results on hold

Madurai bench of the Madras High Court has granted an interim stay on release of National Eligibility cum Entrance Test (NEET) examination results which is scheduled to be declared on June 8.

In an interim order on a petition challenging the conduct of NEET exam on May 7, the Madurai bench restrained the CBSE from announcing the results till final orders were passed on the petition challenging the entrance examination.

The court pronounced the stay on the case filed by Shakti Malarkodi. According to the plea by an aspiring medical student's mother, who has contended that the examination breached the students' right to equality under Article 14 of the Constitution

Justice M.V. Muralidaran granted the interim injunction on the ground that different question papers set for the NEET held in 10 languages would lead to discrimination between students.

Stating that the present evaluation system is contrary and in violation of Article 14 of the Constitution, the petitioner prayed for an interim injunction against the declaration of results based on the NEET examination held on May 7 and sought a direction to cancel the test.

Justice N Seshasayee had last week sought the replies of the CBSE and the Union health secretary on the petition alleging that the test was not conducted in a uniform manner across the country.
